BIRT reports or not?

It says in

that you could create a BIRT report by choosing �I want to create the report using BIRT Reports� on the report initialisation page.
But our YF doesn't display such an option:

Instructions for enabling BIRT report functionality can be found in this
Forum Post ( process still applicable to latest versions of YF ).
