Set Default Excel Export “Keep Formatting” to “Off”

Is it possible to set the default for this Excel Export Formatting option to "Off" for all users or reports? Is this a system wide or user preference?

Unfortunately there is no 'default' system wide setting to turn the 'keep formatting' to OFF.
You can control whether or not users have the ability to export to XLS in general, but
you can't control the 'formatting option' per user.
