Suppress welcome email to new users

Hi,

Is there a way to suppress the welcome email to new users? Maybe even on a client org level?

We have the problem that some of our clients don't want passwords to be sent in an unencrypted emails.

The notification settings are new in 7.0, right? At least I can't find these options in 6.3.
