I would like to set the "Auto Refresh" and "Auto run report on load" to OFF as default.

Unfortunately there is no global setting for this.
But, I have raised an enhancement request (TASK ID = 158695) so it can be set at the Admin page.
Sorry for the inconvenience, and will try to get this in a a soon release, hopefully in 7.1 coming in May.

there is also another setting for this under the user profile:
Could you please check that you have User Profile->Display Preferences->Report Data Preview set to OFF.
